A Nelsonville Police Officer
charged with assaulting a 15-year-old was released on his own recognizance
Friday afternoon.
Randy Secoy, 41, of Amesville,
entered an innocent plea in Athens County Common Pleas Court to an indictment
charging a felony count of abduction and misdemeanor charges of assault and
interfering with the boy’s civil rights.
Secoy pleaded innocent to the
charges against him and remains on unpaid administrative leave. He was also
relieved of his status as a reserve deputy with the Athens County Sheriff’s
Office. Those under indictment are prohibited from carrying a firearm.
“While he is under indictment,
he can’t carry a firearm or can’t be an active police officer,” County
Prosecutor Keller Blackburn said. “And based on what’s happened here, if these
allegation prove to be true, I don’t think he should ever be a police officer
again.”
On March 6, the teen was taken
into police custody after an incident at a Nelsonville restaurant. While in
custody, Secoy — a part-time officer — allegedly “restrained the liberties of
the juvenile by placing his hand on the juvenile’s throat/jaw area and pushing
him backwards while he was seated in a chair, causing physical injuries to the
juvenile,” according to Blackburn.
In an previous interview with
The Messenger, the boy’s father said, “I got a phone call saying I had to come
and get my boy from the police station and when I got there, I retrieved him
and my son told me a few things that had happened down there.” He added his son
was arrested on an assault charge following an altercation at Mama Renie’s
Pizza in Nelsonville.
Secoy is scheduled to appear
for a pretrial hearing June 13 and a jury trial July 16 at the Athens Court of
Common Pleas.
